Hello, I would like a list of options to appear in one custom field depending on the option I select in another custom field? Any suggestions as to how I could implement this as an automated rule?

There's not a way to do that in Jira Cloud with separate fields. You can do it in Server using ScriptRunner's Behaviours product.
However, there is a Cascade pick list custom type field that will show different values in the second "field" based on the value in the first.

Go to Settings > Issues > Custom fields
Click on Create custom field button
Choose Select List (cascading)
