Composition Setup cloak.memory.duration property not working, cloak always resets

I could only find very little information on this but from what I understand, the cloak.memory.duration property is supposed to remember if the user has expanded the cloaks and keep them that way for a certain number of days. I have this parameter set, but the cloak always resets when I go back to the page. Am I doing this wrong or did I misunderstand this property. This is what I have at the top of my page:

 

cloak.memory.duration = 3

cloak.toggle.type = default

cloak.toggle.zone = true
