I want to clone a ticket but "Clone" isn't showing up in the actions menu, only 'recreate issue'. Is this the same thing?

It's Aleksandra from Deviniti, the vendor of the Issue Templates for Jira app, and I'll be happy to share more details on the Recreate issue function we've recently rolled out :)
It provides an easy way to clone the structure based on an already-existing issue. Right now, users can copy the whole epics, stories, and issue links without the need to move all issues to the repository project.

Are you talking about Confluence, or about Jira Service Management?
Recreate issue seems like an app for JSM, not for confluence.

@jnachsin most likely you don't have the create issue permission for this project:

And your jira admin most likely installed an app with an action of "recreate issue". I would advise you to talk to him/her.

"Recreate issue" is an option that may have been provided by Issue Templates for Jira app by Deviniti
