Check for empty grid during Create Issue

Is there are way to prevent a user from creating an issue with an empty grid? I can check if an issue has an empty grid after the fact with JQL or querying the database, but I would like to prevent a user from creating the issue at the beginning. Can/should this be done through a groovy workflow validation script and/or some javascript majic?

Best solution for now is to add this validation as a groovy script.
An example of such script is documented here

Still, it is a good suggestion to add a validation function to check if there is at least one modified row.
I will create an issue in our JIRA and cc you.
