Add-ons/apps/plugin don't get licensed just for a few users. You'll always license it towards the highest number of licences you have for any product on your instance.
For example:
Jira Software: 100 users
Jira Service Management: 25 users
If you require an addon you'll be licenced against the 100user tier even if you only use it in JSM or only a few users use it.
