Can the start/stop button be placed based on the issue type?

Specifically, we don't want the "Start/Stop" buttons on Epic issue types

You could archieve this by using workflow conditions. If you do not want to write your own plugin you coult also install a plugin from the marketplace, e.g. the Workflow Enhancer for JIRA plugin, and add a Condition like "Issuetype != Epic" for the Start/Stop progress transitions.
