Can't see available values for custom field in bulk change utility

I'm trying to use the bulk change utility to update a custom field. This works for most fields but unfortunately isn't working for 1 of my custom fields.

I have a custom field that is NOT showing any values in the bulk change utility. I see the field and it's description but no control to determine what to change the value too.

The field type is called "App Version/s". It is currently applied to "Any issue type" and applies to a specific project. It is shown as a dropdown listbox on several screens and has about 20+ values that are available. 

Typically, when I use the bulk change utility, I see a list of values and am given the ability to decide what to do. In this case, I don't see any values. What I see is:

[] Change App Version/s Field used by mobile to determine targeted app version for the issue

Unfortunately, I don't see a dropdown that allows me to select the value I want to change.
