We would like to know if Jira can be used by using mobile app "Mobile for Jira" on iPhoneso that users can access and manipulate cases or create when in move.

It supports Push notifications too, for which you need to install an Add-On from Atlassian Marketplace

I don't think this app was intended for the purpose of the client or user more for the admin or lead of the jira product.
