Calendar extends events to next day only when the time picked is 9:00AM or greater

We have started using the DoItBetter Calendar for Jira. Our calendar is configured to use two fields called "Planned Start Date" and "Planned End Date" which are date and time picker fields - not just date picker fields.

We have noticed that when we create an event with a Planned End Date of 4/16/21 at 9:00a or later, the event is drawn on the calendar ending on the 16th. However if the Planned End Date is set to 4/16/21 at 8:30a or earlier, the event is drawn on the calendar ending a day earlier on 4/15/21.

Is this expected behavior or is it configurable in some way? We would expect an event that has an end date/time of 12:01a or later to show on the calendar for that day, but instead the "cutoff" seems to be 9:00a.
