How can I increase the number of results the jira.sh CLI will return to me? I'm using that to query a cloud instance of Jira. I can't even get 211 results back (like I can with the same query run through the UI).

Have you tried o play with argument --limit,
like this
--action getIssueList --jql "filter = 'all'" --outputFormat 2 --limit 75
