Automation to Notify when new user is added to project permissions

Hello, 

I have a highly secure project where I want the owner of the project to be notified when someone adds a user or adds themselves as a user to the project. This is to prevent Administrators from giving access to themselves without notification. 

We have Jira software cloud and hence no access to the database to write triggers or other scripts. 

Ideally Atlassian should provide this functionality at the "Project Settings - Project Summary " level so that administration integrity can be audited.

Unfortunately, I have not seen this option available in Jira or any add ons.
