Automation in Jira - cloning an issue in a new epic when transitioned between two statuses

I am trying to figure out how to create an automation that creates a duplicate of an issue in another epic once I change the status of the issue from In Progress to Done.

Ex. Issue in Epic 1 status is changed from In Progress to Done

Goal: Automatically creates the same issue with a status of To Do in Epic 2.

What is the relationship between Epic 1 and Epic 2? The automation will need some way of know where to create the issue otherwise it might duplicate the issue to Epic 3, Epic 4, Epic 5.

Epic 2 is essentially the next formal review necessary after the first formal review (Epic 1). Each Epic is a different review of which each contain a series of steps to bring it to completion (of that review).
