Automate Linking Jira Ticket to Slack Channel via API

When you enable Jira/Slack integration, on each Jira ticket there is a "Slack" tab. Under that tab you can "Set a Channel" to create an associated Slack channel and sync the discussion. 

I want to automate the linking of Slack rooms in certain conditions. Is this possible either through configuration or an API endpoint?
