Authority of Table Filter and Charts for Confluence

If user who has authority of "Table Filter and Charts for Confluence" make the charts with filtered, then user who doesn't have authority of "Table Filter and Charts for Confluence" can watch the charts filtered or they can filter themselves?

To make and see the charts filtered, all of my team member should have authority(= should purchase)?

I have many members who only watch the page(not create the page).
So if these member can see the charts filtered who  authority member create and they can filter themselves without authority, we can save the cost.

Please let me know the detail of authority, thank you.

The Table Filter and Charts for Confluence app's tier should be equal to your Confluence tier.

For example, if you have Confluence Cloud (25 users), you pay the 25-user price for apps. You can't pay for fewer users and forbid other users from interaction with the add-on - the app is installed for the whole Confluence instance and should match it.
