It is allowed to embed the Atlassian plugin framework in your own application. But what about additions to this framework, like Active Objects (and therefore also the Shared Access Layer)?

Other supporting plugins like Active Objects will have their own licence terms that you'll need to chase up individually.

I found the license for the AO plugin, but could not find the license for SAL. Is there anyone at Atlassian who I could contact regarding this?

I don't know if you can access that or not, but the licence is pretty much plain-old BSD open source.
