I used Bob Swift CLI to addUsers with the runFromCsv option.
I am adding users with no product access so they can be managed users for our Customer Portal. I didn't want them to get an email. They got an email that says:
Alicia Smith and your team are waiting for you
you are missing out on working with your team at [myurl].atlassian.net.
Join them now
Hi [John Doe],
Your team is waiting for you to start collaborating. They are using Jira Service Desk and Confluence.
Alicia Smith has invited you to join them using tools.
How can I stop this email from going out? I'm on Jira Cloud.

As of now, we can not suppress the notification sent out after the user-created using the CLI app in the Jira cloud. You may be aware that CLI uses the REST API call to execute the command.

Can you please click on this link https://bobswift.atlassian.net/servicedesk/customer/portal/1/SUPPORT-4854 , it will prompt the login after login verifies once.
If you still face the issue, please share with us the screenshot to troubleshoot the issue.
Once you disable the Outgoing Email server all the emails will stop and it will not be queued.
