why is Jira slow?

We're using JIRA on Demand and every mouse click takes about 10 seconds, which is very slow. 

ping shows rountrip times of 100ms, we're based in Berlin/Germany, so it's not a latency problem. 

We have 4 active users in JIRA. with about 50 or 60 User Stories. 

Confluence is also slow, here we have 2 Active users. every edit or save takes 5-10seconds. 

We want to use JIRA and Confluence more in the future, but this speed is blocking us.

It seems the load on the server is too high.

why do we pay monthly?
