why cant i create a custom field in jira

when I attempt to create a custom field for an issue in Jira, I get the screen that allows me to choose a custom field type, but when I select a type and hit "next", the system simply redirects to the main page of custom fields. Its as if it just cancels my request. Ive tried multiple browsers. Whats happening?

Have you tried enabling safe-mode in your JIRA to check if any plugin may be causing this?

I believe we'll need to investigate this taking a look at the logs to find the root cause.
