User is not able to see the assignee list of users to assign tickets to (even if he enters the full name). Nobody else is having this problem. The user belongs to the same groups that the other members are part of:
administrators, developers, jura-developers, jira-users, site-admins, users.
Have a look at Admin -> Global Permissions -> Who can browse users to begin with.
If your user is definitely in one of those groups, then can you check for any errors as he goes into a screen where assignee is editable, or when he clicks "assign issue", and check the logs for warnings and errors as he does it.
