It's a propertystring entry, if you mean the base url. Remember that's just the url for the application internal useage, if you need to move it, that's a network thing. Also, you REALLY need to maintain it via the GUI, not the database. Or you're into stopping it, making changes, restarting and possibly reindexing.

If you are looking for the base URL, it should be in the propertyentry/propertystring/propertytext tables.
