where do i find global permissions

Administration > System > Global Permissions.

Or type 'gg' and Global Permissions. It is a short cut you can use from anywhere.

type gg + Global Permission

or go to the admin cog (in the right upper corner) --> system --> then you'll find it under Security on the left
