Hi, I am new to Jira. I wanted to capture user's system details like their mac address, hostname or anything which is unique for them. Although , I have created a plugin that fetches the user's IP on the time of issue creation but the that IP is dynamic and can change after some time.

The mac address will not be visible. In many circumstances this info is just not visible for anything but the next switch of the PC the user is assigned to.
Yes, this is correct for IPs when they are assigned via DHCP - they can change.
To be honest, neither IP nor MAC address will be a good criteria - but as we do not know your use case it is hard to tell what might be the best solution.
