what happened to the announcement banner?

It's no longer located under the "User Interface" on the "System" screen (cloud) version.

Anyone know what happened?

@Trevor Foley, The announcement banner got pulled in the new Jira experience in cloud.  Check out this open issue here to add you comments and vote:

Sadly, it doesn't seem to work any more. You can edit the banner at the above link, but the banner itself doesn't serve.
