Hi 

How to configure to allow a login user with non jira-user permission i.e. a customer to view JIRA report generated by JIRA issue macro in confluence?

A user must be able to see the issues that you want them to get reports on.  So you either have to let them log in as a user with browse permission to the projects covered, or set anonymous access.

it's not about viewing issue in Jira, it's about view a report from Confluence that was generated by JIRA issues macro. Please see the the screenshot below.

Same answer - the user must be able to see the issues in JIRA to be able to view them in Confluence.
