value field condition does not work for Resolution system field

I am trying to add a workflow transition requirement that checks to see if Resolution (system field) is equal to "Copy Question" (custom resolution that I defined with id=10202). I would prefer to use the comparison type of Option ID as opposed to "string" to prevent the workflow from breaking if the string name changes in the future. "string" = Copy Question works great and I can see my transition workflow button in the issue, Option ID = 10202 does not work and I cannot see my transition workflow button in the issue. 

What am I doing wrong?

Is there an alternative solution?

Is this a JIRA bug?

I believe Resolution for this add on works on the name.
