In additional to Kathryn response, run a telnet command in port 8080 and check if you get response, case if you don't get any response by your machine side, run the same command by the server side (telnet localhost 8080). If you get response from your server, a firewall could be blocking the access.

Hello Chukwuemeka,

Initially, you should be able to access the JIRA Server via the IP address and Port number. If you cannot access your JIRA Server from another machine with just the IP address and Port number (for example http://8.8.8.8:8080) then you need to make sure that the machine your JIRA Server is on does not have a firewall enabled, etc. Try to ping the machine to make sure there's nothing on the Server's Operating System preventing users from accessing the JIRA Server even via IP and Port.

Next, you will need to have your network administrators add an entry for the JIRA Server in your network's DNS. Doing this will allow a readable address (for example: http://jira.yourdomain.com instead of the IP:Port) to be accessible and mapped for your users. After you have done that, you will need to check the JIRA Server's Base URL to make sure that you have it set to answer at that new address. Here is documentation regarding your JIRA Server's Base URL configuration:
