users can not add watchers to Service Desk tickets

It appears they have the correct permissions, but users can not add watchers or edit the tickets.

You should verify that

  • user are agent for the Service Desk Projet (in project role)
  • user are licenced for JIRA Service Desk (user in group jira-servicedesk-users)
  • user are in the role for *Manage Watchers* in permission scheme in your project
