Shutdown Jira, delete cache, restart, rebuild index.

Tried all that. I have reverted back to 6.4.14 and will then upgrade to 7.0.0. I was on 6.3.7 and upgraded straight to 7 but that didn't work and doesn't look to have worked for others.
