unable to crate issue in perticular project

While having respective permission to particular users but still wont unable to create issue.

Please check issue create issue permission of the project. Users with create issue permission can create issues.

User have issue create permission hence he wont create issue.

Is the user getting , project name in the list of project on create screen ? If yes, what is the error the user is getting while creating the ticket

yes User can see the project list. While creating the issue he didn't get any error message .
