lets say there is user x and user y trying to see time sheet report of user z.
Between day A and day C, user z has solved 3 issues.
When x and y tries to see the time sheet report btw. days A and C,
x can see the 3 issues in the report. y sees nothing.
They both have the same permissions.
what can we do about this problem?

Again, Jira core doesn't have any timesheets, so it must be from a plugin. You've ruled out Tempo, but what about the other plugins? There's another rather nice one called simply "timesheet report" which I think adds to the reporting menu

Um, Jira does not have a timesheet report. So you are using a plugin. I suspect it's Tempo though - does that sound right?
