Is it possible to get this kind of table report to show how what tickets were worked on by a team and individuals not just what they opened or resolved but also tickets which may have passed through a department but were neither first touched or resolved by that department. Something that shows all ticket activity by department
eg. for last week ..
Department Tickets Raised Tickets Closed Tickets Updated

I assume that department is defined as membership into some group. Then you can use JQL filters like
creator in membersOf("jira-users")
This one return issues created by specified group.
