Do you mean that the person cannot edit the field content for a particular issue?  (In which case, could you describe "can not edit" - can't click on the field, error message, changes applied do not persist when saving them, etc?)

Or do you mean that they cannot change the "field is required" flag?  This is to be expected - only Jira and System admins can change the field configuration

What do you mean be 'edit the required field'? JIRA doesn't support field level security.  If they can edit other fields, but not a specific one you have either a plugin or script preventing it.

Those are the roles, the permissions are defined in permission scheme that the project is using (just under users and roles in the admin project page.

Check if any of those roles have permission to edit the issues (you can also do it with the permission helper)

It could also be that the field is not present in the edit screen for that type of issues, jira requires a field to be on the edit screen to modify it.
