Is there a way where we can maintain a list of Jira users we should send eg an e-mail when Jira goes down?
I just have a couple of requirements:
1.People should be able to add themselves (or even others) to the list
2.Not in Jira of course – in case of downtime
You could add something very blunt to the "stop Jira" script so that when someone takes it down for maintenance, it spams the list.
But you're going to need to find an application to hold and maintain the list to mail, and include a way to refer to it in the "shutdown" script.

If it goes down due to crash, then you need something like Nagios to send out notifications.

Do you mean "Down because of maintenance" or "down because of a crash"?
