I create one security scheme with two security levels: one is public for all roles, the other is protected (default) for all roles excluding customer role. After login with one customer account, I can see the security level and change it while creating an issue. But, after creating this issue, its security level cannot be edit anymore (I can see the security level in the issue). Even I login with administrator, I still cannot edit this issue security level. Is this normal? or What did I miss?

In permission schemes, "Edit issues" is for any logged in user, and "Set issue security" is for all roles.
I found out the root cause. The security level field should be defined in screen; otherwise, it cannot be editable.
