Is there a way one can tell if the save button exists for release notes.
There is no save button. You can not save the changes you made, because release notes are created automatically, based on the template, which you provided. You can find more info here

Then why is the field editable? I (and likely others) have wasted time editing release notes, then accidentally losing them because changes don't save.
I've never before seen a text editor with no "save" functionality.
I'm sure someone makes the argument that you can use this "non-savable editor" to tweak your release notes before publishing elsewhere--but I've got editors for that, and they save my changes.
Please either add a Save feature or don't tease us with an editable field.
