refresh token gets outdated after 60 minutes.

I have added offline_access scope and able to generate access_token and refresh_token.
but that refresh token is valid for one hour. after that im not able to generate access token using tha.
getting the below response.

}

also rotating refresh token option is not showing up in developer console.
where i can access that
