"Close" Epic when Issues in the Epic from OTHER PROJECTS (with different workflow) are "Done"

I am having a hard time writing a global (from the other projects that may have an issue in the epic), or single project rule (from the epic project) that closes the Epic when all the issues in the Epic from other projects are done.

 

Any ideas?
