"Allow users to watch issues" is set to ON, but I can't add others to the Watcher list?

Per JRACLOUD-69751, we should be able to add Watchers to a Story/Task now in the new issue view. However, it notes this option is only available if configured. I'm our administrator, and I have:

Allow users to watch issues = ON

I can add myself as a watcher to a ticket, but I cannot add others as watchers. I'd really like to continue to be able to do so; any advice?

Enabling watching allows people to add themselves.

If you want to manage other people, you need the project permission "manage watchers".

A note of caution - if you have "manage watchers", do not add people because you think they might be interested, only add them when you know they are.  Otherwise you will end up spamming people and annoying them.

Thanks! I was able to set this on the Project successfully. Will remind people about being cautious when adding others!
