project templates not showings

 I have JIRA Software v7.1.6 installed with JIRA Software License installed.  Only JIRA Core Business templates are showing.  What would cause only the JIRA Core Business Templates to be available?

Is your administrator user set up as a valid Software user as well as an admin?

Yes they have the check box checked in their profile. Also, when they click the Project drop down it has Software as an option.  When they click on Software it takes them to the Project not found page.

Ok, that's good and bad - good because Software shouldn't be there if they have no access, but bad because you should get something

I'd like to know the extent of the problem - is it just the project templates missing, and that Software projects throw a "not found"?  Do you have the "boards" drop-down appear for them?  Can they get to any boards at all?
