Still doesn't make a lot of sense. So I'm still guessing that what you need is a way to create Jira issues from incoming emails.
For a simple implementation, look up (in the Jira docs) "creating issues from emails". That is pretty basic though and when you discover that, you'll probably want to look at the JEMH, as I already mentioned.
