pasting into comments with rich text sometimes does not activate the add button

JIRA v7.1.1 running on Windows with Oracle DB on linux

Plain text works fine.  But cutting and pasting, say from a skype conversation, does not activate the Add button.

The workaround is to either convert everything to plain text, via something like notepad, or type plain text first to activate the Add button, then do the cut and paste.

I see there was a similar issue reported in Confluence, but am surprised I don't see one open for Jira.

Is this a known issue?

I've run into this in Jira v8.13.11 in Firefox.  Works in Edge, but in Firefox the rich text is displayed in the Visual view but never makes it into the Text view.
