passing issues automatically

Can you pass issues directly into Jira from a local or web application? We want to launch an issue in a specific project id and pass a url to the ticket. We are buying the cloud version of Jira.

Depends on what you mean by pass issues. There are different options to talk to JIRA remotely like issue collectors, rest APIs and direct urls.

You could create issues in JIRA by calling its REST API.

Take a look at the Issue Collectors, those are a very easy way to add issues from other applications.
