And it looks terrible. I have another jira where "Administration" is a nice screen with all the links and capabilities laid out at once.

Right now I have to click drop down menus and see what is under which menu options.

What navigation are you talking about? OnDemand is the latest version of Jira which includes the "all in one" admin screen, so I'm lost... Screenshots?
