migration from cloud to server

To migrate from cloud to server  i have performed following steps;

installed a latest JIRA test instance (same version as target)

restored test server with the backup of cloud . now i am not able to see export option in test instance of JIRA .from where i can take backup of test instance.

Log in as a full system administrator, then go to the admin section and try the "search" function for "backup"

i am logged in as a system admin. 

but under admin section  there is no option of Backup system.

i am attaching the  screenshot.

Please, try the search.  If that does not find it, then you're not a system admin, just a JIRA one.
