making fields required during certain transitions

To make fields required upon workflow transition, the fields are optional and then validators are added to the Workflow to check the field values during workflow transition. These validators are not available out of the box - a plug-in has to be added to JIRA. I want to confirm that this functionality is available in our JIRA instance. Example plug in:

My company's JIRA support team replied to my question saying that the functionality is deployed in the plug in listed below, but I can' find any information on it. Do you know what plug-in this is and if it would enable the functionality on transition validation that I'm looking for?

Hi Mike,

As far as I know the only add-on that developed by Atlassian, about workflow is JIRA Workflow Designer Plugin.

JIRA Misc Workflow Extensions plugin does what you say.

On the other hand JIRA Enhancer Plugin has this workflow validator feature as well. You can see samples and screenshots on
