make portal available to the public

Our service desk https://-whatever-.atlassian.net/servicedesk/customer/portal/1 is not available to the public. I tried a few things in the Project settings and application settings. So far the only way to get anonymous public access is through a Feedback tab on our website. How can we have our portal url publicly available?

David, was it ever publically accessible? What error do you get when trying to access?
