I am migrating my server installation to a newer OS. 

I have installed 9.1.3 core

I have installed JDK2.1 of JAVA.

I have added system variables.

I have copied the HOME directory to the new server.

I have modified my dbconfig.xml

I have turned off the firewall.

I can ping my database based on the url in the dbconfig.xml.

I have the database attached.

I can login into SQL with the credentials in my dbconfig.xml

What am I missing?

I have been able to resolve the issue and upgrade my installation .

I followed other advice in the community:

Removed the system variable.

Removed the version of server and installed the version that supported my installation.

Recopied my data.

Reattached my database in SQL

Double checked my firewall.

Remotely accessed my data in sql.

Logged in and the upgrade happened correctly behind the scenes.

upgraded the management software.

All good. The community was a great source of information.
