limitations of jira-administrator groups

if you are assigned to the jira-system-administrator group do you also have to be assigned to the jira-administrator group as well to get all administrative tasks?

Also if you are in the jira-administrator group do you have access to all projects, even if the project's permissions are not set for jira-administrator?

A JIRA system administrator has all the same powers as a JIRA administrator.  Sometimes it's easier to say "A JIRA administrator has a cut-down sub-set of the powers of a System admin"

Your administration rights are separate from your rights as a user.  An admin can always get to the admin section of a project (and hence change permissions), but you don't "get all rights" just because you're an admin.  It's a bad permissions model and one Atlassian doesn't do.
