limitation of roles in Jira: 50 users is a limit for the role of jira-users?

No.  IT's effectively unlimited numbers in any role.

Where you might be getting this from is that you may have a 50-user licence.  You can put 1000's of users in the role of jira-users, but you can't let more than 50 of them be "active" and log in.
