jira restrict workflow access based on component

I need to restrict access to only certain issues for external consultants based on component.

Is this possible? I only know about creating a associating special workflow for an issue type and give access to the External group or create Security Levels.

I am only aware about separated project managed by groups/roles or one project. I think, in your case, the issues with defined component would need a security level.
